The Connecticut Environmental Forum (CEF) is an organization which provides a forum for environmental professionals to share and exchange information and experiences on environmental matters and to learn about the latest issues regarding environmental regulations. Members of the forum meet monthly to discuss upcoming changes in laws and regulations and the impacts on our community. Expert presentations and panel discussions allow all members to gather information and stay current with environmental compliance issues.

MEETING INFORMATION AND SCHEDULE

CEF typically meets the first Wednesday of every month (see below for specific dates and location) from 8:30 am to 10:30 am. Monthly meetings always include: updates on environmental legislative and regulatory proposals happening in Connecticut as well as in Washington, D.C.; recent environmental legal decisions; and other relevant environmental initiatives. In addition, a different guest speaker each month provides an update and review of a new environmental rule, law, or industry practice.

February 3, 2010 Small Quantity Generator Rules
Come hear Adam Barbash, P.E., CHMM, a Senior Project Manager for Fuss & O'Neill, Inc., discuss the recent DEP Small Quantity Generator Outreach Program which focused on Resource Conservation and Recovery Act regulations for the Small Quantity Generator of hazardous waste. This presentation may also be helpful for Condtionally Exempt Small Quantity Generators and Large Quantity Generators of hazardous waste. Emphasis will be placed on the most frequently asked questions during the seven DEP training events including, but not limited to, satellite storage area management, waste determinations and manifesting.

Green Building: Certificates, Tax Credits, Requirements and Clean Energy Funding
Please join us to hear Matt Ranelli and Eli Strassfeld, both lawyers and LEED APs with Shipman & Goodwin LLP, discuss green building and renewable energy projects. Eli will discuss mitigating the risks of green projects and provide an update of green building laws and codes. Matt will provide an update of state incentive funds available for renewable energy.

April 7, 2010 Beneficial Reuse of Soils and Hazardous Waste Reuse
Diane Duva,
DEP Assistant Director, Waste Engineering and Enforcement Division, Bureau of Materials Management and Compliance Assurance will be speaking on the status of DEP’s policy and procedures relating to Beneficial Use of Contaminated Soil.
Prior to Diane's presentation, Todd Berman of Robinson & Cole LLP and Doug Pelham, Esq. of Cohn, Birnbaum & Shea, P.C. will provide updates on recent activities of State and Federal regulators.

Review of DEP Stormwater General Permits
Chris Stone of the DEP will speak on the proposed changes to the construction general permit, including how to address public access and review of permit registrations; new conditions for construction discharges to impaired waters; a new DEP partnership with conservation districts, and how they plan to implement the recently issued EPA effluent limit for sediment from construction sites. Chris will also provide an update on DEP’s industrial stormwater discharge general permit and highlight the significant changes in that permit.
